It says IRCC will explore more options to develop an integrated plan to coordinate housing, health care and infrastructure between federal government departments, and in close collaboration with provinces, territories and municipalities. <\/span><span data-ccp-props=\"{&quot;201341983&quot;:0,&quot;335551550&quot;:0,&quot;335551620&quot;:0,&quot;335559739&quot;:160,&quot;335559740&quot;:259}\">\u00a0<\/span><\/p>\n<h2 dir=\"ltr\">IRCC restructuring<\/h2>\n<p dir=\"ltr\">Earlier this year, IRCC commissioned a report from former immigration Deputy Minister Neil Yeates to evaluate IRCC\u2019s current structure and if it is effective in helping IRCC achieve its mandate. As a former Deputy Minister, Yeates was at one time the most senior civil servant in the department and knowledgeable about how IRCC is managed.<\/p>\n<p dir=\"ltr\">Yeates\u2019 report contained <a href=\"https:\/\/www.cicnews.com\/2023\/10\/canadas-immigration-department-is-undergoing-major-changes-1040006.html#gs.7mz8hv\" target=\"_blank\" rel=\"noopener\">several recommendations related to reorganizing the department<\/a> to a business line-based structure, reforming the governance system, introducing a stronger system for planning, and reporting and developing a supportive culture within IRCC.<\/p>\n<div id=\"cicnewsads-e4f98c953915f4a5aea4695c72c23850\" class=\"cicnewsads-e4f98c953915f4a5aea4695c72c23850 cicnewsads-in-article-4\" dir=\"ltr\">\n<div id=\"cicnewsads-2104117228\" class=\"cicnewsads-in-article-4\">\n<div id=\"gpt-ad-9377626767821-0\" data-google-query-id=\"CKPHuPuSo4IDFQb8yAodqQkKCA\">\n<div id=\"google_ads_iframe_\/22646143967\/cicnews.com\/cicnews_in_article_3__container__\"><\/div>\n<\/div>\n<\/div>\n<\/div>\n<p dir=\"ltr\">Current Deputy Minister Christiane Fox was interviewed by journalist Paul Wells about the report and said that starting in June 2023 she began to gradually make changes within the department.<\/p>\n<p dir=\"ltr\">She said IRCC is following some of the recommendations. For example, it is now being organized across lines of business. This means IRCC employees will be divided across the various clients that the department services and in such a way as to be more responsive to world events.<\/p>\n<p dir=\"ltr\">Further, a <a href=\"https:\/\/www.cicnews.com\/2023\/10\/breaking-canadas-auditor-general-releases-a-report-on-irccs-permanent-residence-backlogs-1040410.html#gs.7mza47\" target=\"_blank\" rel=\"noopener\">recent audit from Canada\u2019s Office of the Auditor General<\/a> (OAG) found that in 2022, IRCC\u2019s backlog of permanent resident applications was not acceptable and made recommendations to process applications more effectively to stay within service standards.<\/p>\n<p dir=\"ltr\">These recommendations included reviewing service standards (the amount of time IRCC says an application should take to process) and adjusting the workload in regional offices.<\/p>\n<h2 dir=\"ltr\">Immigration Levels Plan to be released on November 1<\/h2>\n<p dir=\"ltr\">Today&#8217;s announcement is ahead of the unveiling of the <a href=\"https:\/\/www.canadavisa.com\/canada-immigration-levels-plans.html\" target=\"_blank\" rel=\"noopener\">Immigration Levels Plan<\/a> 2024-2026.<\/p>\n<p dir=\"ltr\">The Canadian government is legally required to release the plan by November 1st each non-election year. The plan outlines the number of permanent residents that Canada aims to admit over the next three years from across all classes and further breaks down the permanent resident levels by program.<\/p>\n<div id=\"cicnewsads-dac5a470f261658f6a5382353c0600fe\" class=\"cicnewsads-dac5a470f261658f6a5382353c0600fe cicnewsads-in-article-5\" dir=\"ltr\">\n<div id=\"cicnewsads-736330086\" class=\"cicnewsads-in-article-5\">\n<div id=\"gpt-ad-4670069456966-0\" data-google-query-id=\"CIqm-_uSo4IDFS7ryAodLloF6Q\">\n<div id=\"google_ads_iframe_\/22646143967\/cicnews.com\/cicnews_in_article_4__container__\"><\/div>\n<\/div>\n<\/div>\n<\/div>\n<p dir=\"ltr\">Minister Miller recently <a href=\"https:\/\/www.cicnews.com\/2023\/10\/canadas-immigration-minister-and-deputy-minister-discuss-top-ircc-objectives-1040518.html#gs.7mzsc8\" target=\"_blank\" rel=\"noopener\">told the Canadian Parliament&#8217;s Standing Committee on Citizenship and Immigration<\/a> that he believes Canada\u2019s high immigration targets need to be maintained.
